our Heaven is a fragile thing that can not take from itself life, but it expects to be repaid when damage had already occurred. and if not repaid the whole universe must pay for it in manner that could been taken care of before anyone else could be damaged. it looks for a solution that we can not afford to lose nor give in to those who must pay this universal debt that can not go unpunished or it would get worse from the city to its nation to its own Heaven and to the ones that did not deserve this debt or retribution.
